The Tamron 21 mm f/ 4.5 Adapt-A-Matic is an ultra-wide angle prime lens for 35 mm SLR cameras popular in the 1960-70s (via the interchangeable Adapt-A-Matic bayonet).

Rear filters diameter is 17 mm.

There are three versions of this lens, the last one features a  rubber-coated focus ring and a plain aperture ring (see photos).
