It has a convenient range of focal lengths.

unreliable plastic build; fit and finish of low quality;
not very high (but satisfactory) sharpness and contrast;
considerable fall of resolution on the frame edges;
no USM; slow and rather noisy built-in micro-motor;
very soft when wide open, especially at 80 mm;
pronounced effects of distortion and vignetting.
The Canon EF 28-80mm f/3.5-5.6 II has some advantages subsequent upon its shortcomings:
it is very compact and lightweight;
due to a soft picture it can be limitedly used as a portrait lens at 80 mm and maximum aperture settings;
and finally - the price!
The Canon EF 28-80mm f/3.5-5.6 II is a good choice as a kit lens for beginners.
